实施乡村振兴战略为包括达州在内的川陕革命老区农业农村发展带来重大历史机遇。剖析达州实施乡村振兴战略的重点、梳理难点,提出达州实施乡村振兴战略应该坚持的五条推进思路,即强化思想引领:用新发展理念统领乡村振兴;落实优先发展:科学选择发展道路;着力分类指导:在试点示范中走向整体推进;创新体制机制:增加乡村振兴制度性供给;重视绩效评估:既要打好"攻坚战"也要打好"持久战"。
Abstract：The implementation of the rural revitalization has brought great historical opportunity for agricultural and rural development in the Sichuan-Shaanxi Old Revolutionary Area besides Dazhou. This paper analyzes the key points and difficulties in implementing the strategy and puts forward five ways to promote it. Specifically, strengthen ideological guidance: direct rural revitalization with new development concept. Decide priority to development: choose scientific paths. Focus on the classification of guidance: wholly promote from the pilot demonstration. Innovate the system and mechanism: increase the institutional supply. Pay attention to performance evaluation: fight both"tough battles"and"protracted battles".
