20世纪30年代,在中国共产党的领导下，由红四方面军创建的川陕革命根据地，很快发展为全国第二大苏区。为了更好促进各项事业的发展，川陕革命根据地进行了较为系统的法制建设，制定了包括政权建设，人权保障、土地分配、财政收支、经济建设、社会优抚和刑事等一系列的法令；在司法方面也取得了一定的成绩，为中国共产党探索区域执政与地方法制建设积累了多方面的经验；但由于受战时环境所限，再加上“左”倾的影响也还有诸多不成熟的地方和深刻历史教训，其经验和教训对于当今全面依法治国和全面从严治党依旧有着重要意义。

In the 1930s, under the leadership of the Communist Party of China, the Sichuan-Shaanxi revolutionary base area created by the Red Fourth Front Army quickly developed into the second largest Soviet area in the country. In order to better promote the development of various undertakings, the Sichuan-Shaanxi revolutionary base areas carried out relatively systematic legal construction. It has enacted a series of laws and regulations, including the construction of political power, the protection of human rights, land distribution, fiscal revenue and expenditure, economic construction,social welfare and criminal law. It has also made gratifying achievements in the judicial field, which has accumulated many experiences for the Communist Party of China to explore regional governance and local legal system construction. However,due to the limitations of the wartime environment, coupled with the influence of the "left" trend, there are still many immature places and profound historical lessons. Its experience and lessons are still of great significance for today's comprehensive rule of law and strict party governance.
